Bela Nevere

Bela Nevere was mayor of Kinsarmar in the year 1400 AA, at a time when the Noctusari had seized control of Stavenn and were aggressive in their attempts to exert political control over Kinsarmarians, too. He approved Sondgroth Suspira's proposal to form an elite underground clan of spies that became the Phantoms. Upon his retirement, Nevere was succeeded in power by Suspira.
